Bright Futures AZ Out-of-School Time Grant Program Overview
The Bright Futures AZ Out-of-School Time Grant Program (Grant) supports Out-of-School Time
(OST) child care for children who are at least five (5) and not older than twelve (12) years of age
and who require child care either when children are out-of-school or during periods of time when
school instruction is not being conducted. The Grant, funded by provisions in Senate Bill 1743
through the Arizona Department of Economic Security (ADES), provides funding per site to
increase the number of eligible youth with access to OST child care, increase access to and the
affordability of child care for youth and their families, and reduce the cost of child care to
participating families by at least two-thirds (2⁄3). The Out-of-School Time Grant Program is
administered by the Arizona Center for Afterschool Excellence (AzCASE) and is available to both
licensed and unlicensed OST programs.
Eligibility Requirements:
Arizona OST Programs that meet the definition of Eligible Grantee and that agree to provide care
to Eligible Youth at a cost reduction of at least two-thirds (2⁄3).
Allocation to Rural Programs:
SB1743 requires that allocation of funds must include 30% to Rural grantees.
● ADES maintains a list of counties, cities/towns, and zip codes that are census designated
as rural including those that are in “metro-urban” or “micro-urban” areas
Definitions:
Eligible Grantee: A nonprofit organization, public school, and public or private Child Care
Provider that has demonstrated experience providing Child Care before school, after school or
during periods of time when school instruction is not being conducted, including summer, fall,
winter and spring break. Unlicensed/Unregulated OST Programs are eligible to apply if all other
conditions are met. To be considered eligible, the OST program must also meet all of the
following conditions:
● Open and providing services
● In good standing with their regulatory body, as relevant
Eligible Youth: Children who are at least five (5) and not older than twelve (12) years of age and
who reside in a household where the gross household income totals $150,000 or less per year.
Grant Options:
Programs may select one of two funding options:
● Annual Per-Youth Funding (up to five slots per site)
○ A Family Application including documentation of income will be required for each
slot requested.
○ Grantees will receive the DES Daily Rates for School-Age Centers differentiated
by School-Year Daily Rate during the months of August – April and Summer Daily
Rate during the months of May – July.
○ Grantees awarded Per-Youth Funding that are accredited by AzCASE will be
eligible for the DES Quality Rate.

● Annual Flat Rate Funding ($60,000-$72,000 per site)
○ This option is intended for Grantees who have the operational capacity to serve
more youth through the grant.
○ Documentation of cost reduction and family/youth eligibility will be required.
○ Grantees that are accredited by AzCASE will be eligible for the higher grant
amount of $72,000.
Non-Duplication of Funds:
● Funding sources such as DES subsidy, philanthropic funds, or other grants may not be
supplanted but may be supplemented by OST Grant funding.
○ The Grant can cover fees that directly impact a parent’s ability to work (e.g. youth’s
transportation, meals, enrollment/registration fees, etc.).
○ The Grant cannot cover any fees that do not directly impact the parent’s ability to
work (e.g. special activities offered while the general program is in operation-
ceramics, swim lessons, etc.).
● DES Co-payments may not be paid through grant funding.
Monitoring and Reporting Requirements:
All Grantees will be required to provide reports to AzCASE for the purposes of tracking data
required by SB1743, ADES, and AzCASE.
Grantees will be required to submit both financial and programmatic reports.
● Programmatic reports will be due quarterly, with a final report at the end of the funding
period.
● Financial reports and/or invoices will be submitted monthly prior to payment of Grant
funds.
